Chapter One: Introduction
1.1 Background of the Study
In Nigeria, local governments are key players in driving development at the grassroots level, but they often face significant challenges in terms of resources, capacity, and infrastructure. One of the strategies adopted to overcome these challenges is forming partnerships with non-governmental organizations (NGOs). These partnerships enable local governments to leverage the expertise, resources, and networks of NGOs to address issues such as poverty, education, healthcare, and environmental sustainability. In Karu North Local Government Area (LGA) in Nasarawa State, local government-NGO partnerships have been pivotal in implementing development projects and improving service delivery. For example, NGOs have played a central role in community-based health programs, education, and youth empowerment initiatives (Aliyu & Lawal, 2023). Despite these collaborations, the nature and impact of these partnerships on local governance and community development remain under-researched. There is a need for a comprehensive investigation into how these partnerships function, the challenges involved, and their overall contribution to local development (Yusuf & Ibrahim, 2024). This study seeks to explore the dynamics of local government-NGO partnerships in Karu North LGA, focusing on their effectiveness in enhancing service delivery and promoting sustainable development.
1.2 Statement of the Problem
While local governments in Karu North LGA have established partnerships with NGOs to address development challenges, there is limited empirical research on the effectiveness of these partnerships. The problem lies in understanding the strengths, weaknesses, and challenges associated with these collaborations. Without a clear understanding of how local governments and NGOs can optimize their working relationships, these partnerships may fail to deliver desired outcomes in key areas such as healthcare, education, and infrastructure development. This study aims to fill this gap by investigating the nature of these partnerships, their impact on local governance, and the challenges faced by both the local government and NGOs.
1.3 Objectives of the Study

1.5 Research Hypothesis

1.6 Significance of the Study

1.7 Scope and Limitations of the Study
The study is limited to Karu North LGA in Nasarawa State and focuses on the collaboration between local government authorities and NGOs in the region. The research will specifically examine development initiatives in areas such as health, education, and poverty alleviation. The study's limitations include potential biases in data collection from local government officials and NGO representatives, as well as the challenge of accessing detailed information on some of the partnerships.
1.8 Operational Definition of Terms
